Authorised Representative under Art. 54 AI Act

Under Art. 54 of the EU AI Act, providers of general-purpose AI models based outside the EU must designate an authorised representative within the Union. This representative ensures the technical documentation and supporting evidence meet regulatory standards and keeps them available for national and European authorities on demand.

• Reviewing the quality and completeness of technical documentation in accordance with Art. 53 AI Act
• Holding required evidence available for national and European market supervisory authorities
• Acting as the point of contact within the EU for authority enquiries relating to the provided AI model
• Cooperating with authorities upon reasoned request, including the provision of information and documentation
• Forwarding authority enquiries to the provider outside the EU and coordinating responses

Who Is Affected?

This obligation applies to providers of general-purpose AI models (GPAI, e.g. large language models) without an establishment in the EU who make their model available on the EU market.
